Congressional GOP Back President's Call to Overhaul Affordable Care Act

US lawmakers are meeting during the weekend for the first time since the federal closure began over a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to diminish as Republican senators floated a proposal toxic to Democrats: eliminating the ACA, called Obamacare.

Deepening Impact of Federal Closure

The impact on US citizens from the lengthiest closure of the US government in history deepened on Saturday, as federal workers went unpaid, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

Trump's Proposal from Golf Course

As Saturday's session got started, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Support

Several Republican senators welcomed the proposal, which is similar to a alternative for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is actually better for the consumer," one senator stated.

Another senator commended Trump's suggestion on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's proposal. "We must stop public funds from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Opposition lawmakers expressed alarmed responses to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."

Another lawmaker responded to the censure of insurance companies by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for universal healthcare."

Ongoing Negotiations

The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an openness to an developing proposal from a small group of centrist lawmakers to end the closure in return for a later vote on the ACA payments.

One Democratic senator, who is spearheading the talks among centrists, said that Democrats "require another path forward" after Republicans turned down an proposal to restart the government and extend the subsidies for a year.

Another leading Democratic lawmaker persisted in maintaining that Republicans should accept a one-year extension of the subsidies before negotiating the future of the subsidies.

"Doing nothing is irresponsible because people will go into debt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress fails to act."

Political Dynamics

Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the backing of eight Democrats to restart the government, and the idea of repealing and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Several observers suggested that the essence of such a proposal would remove the ACA's requirement that insurance companies cover individuals with pre-existing conditions.

After his golf outing, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the plan that was unsuccessful to secure enough backing in 2017.
