Nineteen of Medvedev's twenty-one championships have been achieved on hard courts
A revitalized the Russian player secured his maiden title for over two years with a win over opponent Moutet in the competition title decider.
Medvedev, a ex- world number one, has experienced a difficult year, winning just one match at the big events and undergoing a setback at the US Open.
The player's varied form on the ATP Tour - and difficulties with his service game in especial - led to him dropping out of the elite rankings and eventually splitting with long-time trainer Gilles Cervara.
Now collaborating with his coach and his other coach, the tennis star has gradually improved in the last few weeks - culminating in a tightly fought competitive victory over opponent Corentin Moutet.
It is Medvedev's maiden trophy after the Rome competition and initial on a hard court since spring of 2023.
Success also signifies Medvedev has achieved 21 titles at 21 distinct events.
"For the first time I have attended a tournament with my both daughters at once, so to get a championship is particularly special," commented world number 14 the champion.
"This championship is in tribute of my younger daughter Victoria, because the first title I achieved when my first daughter my daughter was born was for her."
The tennis star, the 2021 US Open champion, had lost his past six title deciders, including in the German tournament previously this season.
His counter-punching strategy and recurring emotional displays on the tennis court had prompted observers to question if his skill to perform at the elite level was over.
Yet the 29-year-old has altered his approach in recent weeks, making an effort to advance forward and compete aggressively, reinforced by an enhanced serving game.
Medvedev recovered from a deficit in the first set against the tricky Frenchman, taking four of the last five points to go ahead.
Both players exchanged breaks in the second set before the Frenchman, bidding for his first professional title, seized the initiative to force a third set.
He saved four initial chances in a tight final set before Medvedev secured a break to 15 to close out the victory.
Appropriately, Medvedev secured the title with a point at the net, with the Frenchman failing to handle a volley after a lengthy match.
